The process of states redrawing electoral districts occurs once every decade and significantly impacts control of Congress and state legislatures. This Note examines the electoral process of redistricting congressional and legislative district lines in Iowa. Iowa has long been heralded as the “gold standard” of drawing fair, nonpartisan, and representative maps, in a country rife with partisan gerrymandering. However, Iowa’s current framework is statutory and requires lawmaker approval, meaning it is subject to potential partisan influence and manipulation. This Note proposes solutions to protect redistricting in Iowa, through safeguarding the current statutory framework or by constitutional amendment to implement an independent redistricting commission.
